The changes to the current laws would be amended to read:
1 (b) An adoptee twenty-one years
of age or older may submit a written
2 request to a judge or surrogate to secure and disclose the identity of
3 one or both of the adopted child's biological parents upon such request,
4 and upon payment of a fee of ten dollars by the adult adoptee, the court
5 shall order the agency, other than the department of health, where the
6 records are kept to determine if a written letter of consent for the
7 release of their names to the adopted child is included in the same
8 child's record. If a written statement of consent from a parent in ques-
9 tion is included in the child's record, then the agency shall disclose
10 the identity of the biological parent to the adult adoptee. If written
11 consent is not obtained from either parent in question, the request by
12 the adopted child shall be refused and disclosure shall be refused and
13 disclosure shall only be made pursuant to paragraph (a) of this subdivi-
14 sion.
15 5. Any person who unlawfully discloses any information in the files
16 referred to in this section shall be guilty of a class A misdemeanor.
17 6. Notwithstanding any other provision of law to the contrary, any
18 person who unlawfully discloses any information in the files referred to
19 in this section shall be subject to dismissal for such violation.
20 § 2. This act shall take effect on the thirtieth day after it shall
21 have become a law.

Letters are especially needed to make the Judiciary aware that with holding
Original Birth Certificates from the subject of those records is Unconstitutional.
If an adoptee parents are deceased and did not file a release that adoptee and
all the future progeny of that adoptee will be precluded from ever knowing their
family histories.
Birth parents who want to find their children who do not know of this change would be precluded from wanted contact with their adopted children.
Adoptees have civil rights and constitutional
rights equal to all other citizens of this county and all other citizens when
reaching the age of emancipation do NOT NEED THE PERMISSION OF THEIR PARENTS
to obtain their ORIGINAL BIRTH CERTIFICATES.
This is a BAD BILL that violates the adoptees rights.
