A "PRIVATE" meeting was held
in Rochester, NY in order to assist a NY Senator
with the "wording" of the below proposed bills. The Senator then made
contact
with certain groups/orgs with a draft of the bills on April 5th, 2000. His
plan was to introduce it on April 7th, 2000. Instead of sharing this
information with fellow New Yorkers, a private vote was taken by a little over
2 dozen people instead of THOUSANDS and an answer was given to the senator at
his request. Here is the original draft that was sent by the senator to one
of
the groups involved for input/opinions....which we were not suppose to know
about******Please note the WORD REVOKE.*******

1. Allows biological parents to agree at the time of adoption to the release
of a long form birth certificate to the adoptive child, when the adoptive
child
reaches the age of majority. The biological parents may also revoke the
consent at anytime up to the 18th birthday of the child.
2. Makes technical amendments to the Adoption
Registry law. Under current
law
both birth parents must register with the voluntary Adoption Registry, if both
parents signatures were required for the adoption. This bill provides for the
death of one of the consenting biological parents. Under current law death of
one of the consenting parents forever precludes the surviving parent.

This should have been a full blown ALERT
to give us a chance or at least to
give our input of these HORRID drafts, not to mention the actions of the
Senator. How often does this behavior occur? Since we are tax paying
citizens
keeping *certain* organizations in existence, I dare say we have every damn
right to know what legislative activity they are up to especially when it
comes
to opening our records and OUR LIVES. Instead of "educating" the public
about
future adoptions, lets not forget the adoptees of YESTERDAY. I suggest at
the
next meeting that is held in a 4 or 5 star hotel sipping fine champagne, they
may want to discuss "security leak" measures. In the mean time, I
would like
to know what organization is going to step up and challenge these bills on our
behalf, & when it will take place. Isn't this considered a violation of
conduct by the senator??
