THE STATE BATTLES
Rep. Sandra Rodgers (Democrat from Dist. 28) has again filed
a bill allowing
Arkansas adoptees access to their original birth certificates. This bill,
numbered HB1057, will be considered next year. The Arkansas Legislature begins
meeting on Jan. 8. Rep. Rodgers pre-filed the bill on
15 Nov., 2000 at 4:18 p.m. The bill provides that any person adopted in this
state may, upon reaching the age of 21, obtain a copy of the person's
original birth certificate
In the last legislative session of 1999, Rep. Rodgers filed an identical
bill, which was referred for study and never again saw the light
of day.
There is no further information at this time, regarding when hearings might
be held, etc.

WASHINGTON STATE
House Bill 1351 was introduced into the House of Representatives on 01/24/01 by Rep. Tom Campbell. This bill revises the current law so that adoptees born/adopted prior to 1993 will be able to obtain a copy of their original birth certificate at age 18, but also extends the existing disclosure veto to cover this age group as well.

Taken from the CA PENAL CODE SECTION 528-539
529a. Every person who manufactures, produces, sells, offers, or transfers to another any document purporting to be either a certificate of birth or certificate of baptism, knowing such document to be false or counterfeit and with the intent to deceive, is guilty of a crime, and upon conviction therefor, shall be punished by imprisonment in the county jail not to exceed one year, or by imprisonment in the state prison. Every person who offers, displays, or has in his or her possession any false or counterfeit certificate of birth or certificate of baptism, or any genuine certificate of birth which describes a person then living or deceased, with intent to represent himself or herself as another or to conceal his or her true identity, is guilty of a crime, and upon conviction therefor, shall be punished by imprisonment in the county jail not to exceed one year.
