THE STATE OF NEW YORK IS MAKING TONS OF FEDERAL $$$$'s FEEDING CHILDREN INTO THE ADOPTION SYSTEM

New York State Citizens' Coalition for Children, Inc., Ithaca,
N.Y. Incorporated in 1975, the New York State Citizen's Coalition
for Children (the Coalition) has had a strong commitment to
advocacy on behalf of children in need of permanency and adoptive
and foster families. The Coalition was founded and continues to be
guided by volunteers, who serve as parent group leaders,
facilitators, and advocates in every region of New York state. The
Coalition partners with several national and statewide
organizations and has provided training and consultation to at
least 13 other states, enabling them to develop their own
coalitions or to replicate Coalition programs. They offer a wide
array of training, educational, and information and referral
services to current and prospective adoptive and foster parents
throughout the state. The Coalition's support groups have included
several New York state "firsts," including the first group for
foster and adoptive parents of HIV/AIDS children, the first Native
American parent group, the first group for kinship adoptive and
foster parents, and the first adoptive and foster parent group for
lesbians and gay men.

Every child is given an original birth certificate. The hospital is were they get the
birth cert and thenit is filed with the dept of health. If you can find the
person born before you and after you can pin point the hospital in which a
child is born. Also in the New York registers, your other birth certificate
is in the files. They have birth books to look into. Some are very big but
the Amended cert. is in there. The numbers usually stay the same. If you have
a Birth Certificate number search the hospitals. After you find the hospital you can find
old newspapers and find the birth announcements. Hope this can be some
help to some people. I just found it out from someone I met in the courts on
adoptions.

 

If you were born in NYC...Queens...Brooklyn or the Bronx..
go or call the NYC public library..they have a birth
index with YOUR BIRTH NAME

NY adoptions state YOUR BIRTH NAME in the order of adoption..Ask
your adoptive parents for it...if not send away to the court that handled your
adoption.

You have the rights to your medical history..Look this up in Social
Service law, you might have to quote the law in the future!!
If you were born in another state..and adopted in NY..NY will
NOT have your Non-id info.

They are TOP SECRET in NY, unfortunately. BUT, you can get a copy of
your final decree through the court. You can also get your Non-Id through
the Adoption Information Registry in Albany.

Birth indexes for NYC five boroughs only. You may not photocopy the pages. Listed by Year (separate books that way), but by Last name of infant inside (I had thought it was chronological, starting with Jan 1 - )...It seemed to me that beginning in either 1967 or 68, there were two additional columns of information, being Mother's Maiden Name, and Father's First Name. 1966 and before have only the following: Last name of baby, First name, DOB, County, Certificate number. Also: I asked, and the cert #s start over each year, by county. So, for instance, a jan or feb birth is "always" three or four digits.

Surrogate Court's
Index..

The index there has adoption listings It listed both the birth
name and the adoptive name..according to the Surrogate Court
Clerk, at least in Essex County,NY, adoptions are handled by either
Surrogate Court or Family Court. Family Court requests for information must be submitted in written form.

If the birth occurred in NYS other than one of the five boroughs of NYC,
our Department has a transcript format and full copy format. NYS is
becoming automated and all birth records are being automated. To obtain a
full copy, please refer to:
http://www.health.state.ny.us/nysdoh/consumer/vr.htm. You must request a
full certified copy and not a transcript. Your request must specifically
say this. The turn-a-round time for a full copy is 8-10 weeks; transcript
4 weeks.
